Licensing and approvals

Facility Licensing & Approvals in India

We map every registration your facility needs, from state clinical establishment or nursing home registration to bio-medical waste authorisation, fire NOC, AERB, PC-PNDT and the pharmacy drug licence, then prepare and track each file. Where you want accreditation, we act as NABH consultants for entry-level or full standards. Approvals are granted by the authorities; we make sure the files reach them complete.

The rules of the ground

Who regulates and pays in India

IRDAI regulates health insurers and the third-party administrators that process many of their claims. For a private hospital, cashless access to a patient's policy depends on empanelment with each insurer or TPA network and on agreed package tariffs, and claims are increasingly moving onto the National Health Authority's National Health Claims Exchange (NHCX). Government schemes form a second channel: Ayushman Bharat PM-JAY and the state schemes that run alongside it, plus CGHS and ECHS panels for central government and ex-servicemen beneficiaries. Each payer has different rates, documentation and payment timelines, so the right mix is a commercial decision taken at setup, not after opening.

NMC (National Medical Commission)

Regulates medical education and practice nationally and maintains the national medical register, while state medical councils register the doctors who practise in each state.

NABH (National Accreditation Board for Hospitals and Healthcare Providers)

A board of the Quality Council of India that accredits hospitals, clinics and small healthcare organisations, with entry-level standards that give smaller facilities a realistic first step.

IRDAI (Insurance Regulatory and Development Authority of India)

Regulates health insurers and third-party administrators, including the rules on cashless treatment, claims settlement and the networks through which private hospitals receive insured patients.

NHA (National Health Authority)

Runs Ayushman Bharat PM-JAY with the State Health Agencies, leads the Ayushman Bharat Digital Mission and operates the National Health Claims Exchange used for insurance claims.

What we deliver in India

01

Licensing pathway assessment

Confirmation of the correct authority, facility category and service list for your project, with every approval, document and dependency mapped into a single sequenced plan before any fees are paid.

02

Initial approval and design review

Preparation and submission of initial approval applications and design drawings, checked against the applicable facility guidelines for room sizes, clinical zoning, infection control, services and accessibility.

03

Practitioner licensing support

Document preparation, primary source verification tracking and exam scheduling for doctors, nurses and allied staff through DHA, DoH, MOHAP, SCFHS or DHP, aligned with your opening date.

04

Inspection preparation

A mock inspection against the regulator's checklist covering policies, equipment, emergency readiness, waste management and records, with a close-out list completed before the official visit.

05

Related permits and radiation licensing

Coordination of civil defence, municipality and waste permits, and FANR licensing for X-ray and other radiation-emitting equipment, so the health licence is not held back by an external approval.

06

Amendments, renewals and compliance calendar

New specialties, added services, relocations, ownership or medical director changes and annual renewals handled through the right channel, supported by a compliance calendar that flags expiries in advance.

Process

How the work runs

  1. Scope the licence

We confirm the facility type, services and licensing authority, and list every approval, document and practitioner licence the project will need.

  2. Prepare the file

Documents, drawings, policies and practitioner files are assembled, cross-checked and reviewed against the regulator's current requirements before anything is submitted.

  3. Submit and track

Applications are filed through the correct portal and tracked daily, with every regulator comment answered quickly, completely and in the format requested.

  4. Inspect and activate

After a mock inspection and close-out, we coordinate the official inspection and the steps that activate the licence for patient care.

  5. Stay compliant

Renewals, amendments and licence expiries for the facility and every practitioner are managed from one shared calendar, so nothing lapses unnoticed.

Frequently asked questions

What does a healthcare consultancy in India do for a new hospital or clinic?
We plan the service mix and site, map and prepare the registrations the facility needs under state and central rules, support NABH preparation, and set up TPA, insurer and scheme empanelment so the facility can admit insured patients soon after opening. Tulazai Health manages the process and the paperwork; licences and empanelment are decided by the authorities and payers.
Is NABH accreditation mandatory for private hospitals in India?
In general it is voluntary, but it matters commercially. Insurers often look for it when agreeing tariffs, and some government schemes pay higher package rates to accredited hospitals. NABH also offers entry-level and small healthcare organisation standards, which make a first step realistic for smaller facilities. We help decide which level fits and prepare the facility for assessment.
Which law governs clinic and hospital registration in India?
It depends on the state. States that adopted the Clinical Establishments (Registration and Regulation) Act, 2010, such as Haryana, register facilities under it. Others use their own laws, for example Madhya Pradesh's 1973 Act on nursing homes and clinical establishments and Maharashtra's Bombay Nursing Homes Registration Act, 1949. We confirm the applicable route before any file is started.
Where does Tulazai Health work in India?
Our India operations office is in Indore, and we have worked with healthcare providers in Indore, Gurugram and Mumbai. We take on projects elsewhere in India where the scope suits a consultancy engagement, and our Dubai team supports clients planning across India and the GCC.
What is involved in healthcare facility licensing in Dubai?
In Dubai, facility licensing runs through DHA's Sheryan system. The facility licence is first issued in an inactive state and must then be activated, which requires items such as a valid trade licence, an appointed medical director and an EMR that meets NABIDH requirements. Design review, inspection and practitioner licensing run alongside. We map and manage each step for your facility type.
How is licensing different in Abu Dhabi and the northern emirates?
Abu Dhabi facilities are licensed by the Department of Health, with applications handled through the TAMM government services platform and requirements such as Malaffi connectivity. Facilities in Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah fall under MOHAP. Standards, fees and inspection checklists differ, so a plan that works in Dubai cannot simply be copied.
