Licensing and approvals

Facility Licensing & Approvals in Gurugram

We prepare the Clinical Establishments Act registration for Gurugram district, along with HSPCB bio-medical waste authorisation, fire NOC, AERB and PC-PNDT approvals where relevant and the pharmacy drug licence. When the owner wants accreditation, we prepare the facility for NABH entry-level or full standards. The authorities make each decision.

The rules of the ground

Who regulates and pays in Gurugram

Gurugram is one of the most insurance-heavy markets in India. Employees of multinational and Indian companies hold group policies administered by TPAs, many families add retail cover, and insurers negotiate firmly on package rates and room categories. CGHS panels are relevant for some providers in Delhi NCR, and Chirayu Haryana extends Ayushman Bharat PM-JAY cover to more families in the state. International patients, mostly self-pay or covered by overseas insurers and facilitators, form a separate channel with its own expectations on pricing and communication.

District Registering Authority (Clinical Establishments Act, 2010)

Registers clinical establishments in Gurugram district under the Act as adopted by Haryana, starting with provisional registration and moving to permanent registration once the facility meets the notified minimum standards.

Haryana Medical Council

Maintains the state register of medical practitioners within the National Medical Commission framework; we check registration status for every doctor before they join the roster.

HSPCB (Haryana State Pollution Control Board)

Grants authorisation under the Bio-Medical Waste Management Rules, 2016, and reviews how waste is segregated, stored and handed over for disposal.

Insurers and TPAs (regulated by IRDAI)

Decide network entry, package tariffs and cashless approvals for the corporate and retail policies that most Gurugram patients carry.

Process

How the work runs

  1. Scope the licence

We confirm the facility type, services and licensing authority, and list every approval, document and practitioner licence the project will need.

  2. Prepare the file

Documents, drawings, policies and practitioner files are assembled, cross-checked and reviewed against the regulator's current requirements before anything is submitted.

  3. Submit and track

Applications are filed through the correct portal and tracked daily, with every regulator comment answered quickly, completely and in the format requested.

  4. Inspect and activate

After a mock inspection and close-out, we coordinate the official inspection and the steps that activate the licence for patient care.

  5. Stay compliant

Renewals, amendments and licence expiries for the facility and every practitioner are managed from one shared calendar, so nothing lapses unnoticed.

Frequently asked questions

Why work with healthcare consultants in Gurugram rather than managing setup in-house?
Registration, NABH preparation, recruitment, fit-out and TPA empanelment all compete for the owner's time, and a delay in one holds up the others. We run them on one plan so the facility opens registered, staffed and able to accept cashless patients.
Does the Clinical Establishments Act apply in Gurugram?
Yes. Haryana has adopted the Clinical Establishments (Registration and Regulation) Act, 2010, so clinics and hospitals in Gurugram register with the district registering authority and must meet the minimum standards notified under it. We prepare and manage the application; registration is decided by the authority.
How long does TPA empanelment take for a new clinic in Gurugram?
It varies by insurer or TPA and by how complete the application is. Rather than quote a generic timeline, we prepare the documents early, apply in parallel to the networks that matter for your catchment and follow up consistently, so contracts land as close to opening as possible.
Can you help a Gurugram hospital attract international patients?
Yes, within limits we can stand behind. We help define the specialties and packages to offer, set up clear pricing and patient communication, and build relationships with facilitators and overseas insurers. We do not promise patient numbers; we build the pathway and the measures to track it.
What is involved in healthcare facility licensing in Dubai?
In Dubai, facility licensing runs through DHA's Sheryan system. The facility licence is first issued in an inactive state and must then be activated, which requires items such as a valid trade licence, an appointed medical director and an EMR that meets NABIDH requirements. Design review, inspection and practitioner licensing run alongside. We map and manage each step for your facility type.
How is licensing different in Abu Dhabi and the northern emirates?
Abu Dhabi facilities are licensed by the Department of Health, with applications handled through the TAMM government services platform and requirements such as Malaffi connectivity. Facilities in Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah fall under MOHAP. Standards, fees and inspection checklists differ, so a plan that works in Dubai cannot simply be copied.
