Licensing and approvals

Facility Licensing & Approvals in Mumbai

We prepare the BMC registration under the Bombay Nursing Homes Registration Act, 1949, together with MPCB bio-medical waste authorisation, fire NOC, AERB and PC-PNDT approvals where relevant and the pharmacy drug licence, and maintain a renewal calendar afterwards. Approvals are granted by the authorities; we keep the files complete and followed up.

The rules of the ground

Who regulates and pays in Mumbai

Mumbai has one of the largest insured populations in India, and a large share of private hospital admissions are cashless through insurers and TPAs, with corporate group policies and retail cover both significant. Mahatma Jyotiba Phule Jan Arogya Yojana, run together with Ayushman Bharat PM-JAY in Maharashtra, covers eligible families at empanelled hospitals, and CGHS and ECHS panels matter for some providers. With high fixed costs, a Mumbai hospital cannot afford tariffs that do not cover its services, so each empanelment is judged on its terms as well as its volume.

BMC Health Department (Brihanmumbai Municipal Corporation)

Registers and inspects nursing homes and hospitals within municipal limits under the Bombay Nursing Homes Registration Act, 1949 and the Maharashtra rules made under it, including renewals.

MMC (Maharashtra Medical Council)

Maintains the state register of medical practitioners within the National Medical Commission framework; we check registration status for every doctor before they join the roster.

MPCB (Maharashtra Pollution Control Board)

Grants authorisation under the Bio-Medical Waste Management Rules, 2016, and expects waste handling records to match what the facility was authorised for.

Insurers and TPAs (regulated by IRDAI)

Many insurers and TPAs are headquartered in Mumbai. They set network entry, package tariffs and cashless rules for most privately insured patients in the city.

Confirmation of the correct authority, facility category and service list for your project, with every approval, document and dependency mapped into a single sequenced plan before any fees are paid.

Preparation and submission of initial approval applications and design drawings, checked against the applicable facility guidelines for room sizes, clinical zoning, infection control, services and accessibility.

Coordination of civil defence, municipality and waste permits, and FANR licensing for X-ray and other radiation-emitting equipment, so the health licence is not held back by an external approval.

06

Amendments, renewals and compliance calendar

New specialties, added services, relocations, ownership or medical director changes and annual renewals handled through the right channel, supported by a compliance calendar that flags expiries in advance.

Process

How the work runs

  1. Scope the licence

We confirm the facility type, services and licensing authority, and list every approval, document and practitioner licence the project will need.

  2. Prepare the file

Documents, drawings, policies and practitioner files are assembled, cross-checked and reviewed against the regulator's current requirements before anything is submitted.

  3. Submit and track

Applications are filed through the correct portal and tracked daily, with every regulator comment answered quickly, completely and in the format requested.

  4. Inspect and activate

After a mock inspection and close-out, we coordinate the official inspection and the steps that activate the licence for patient care.

  5. Stay compliant

Renewals, amendments and licence expiries for the facility and every practitioner are managed from one shared calendar, so nothing lapses unnoticed.

Frequently asked questions

What do healthcare consultants in Mumbai help with most?
New clinic, day-care and hospital projects, BMC registration and related approvals, NABH preparation and TPA empanelment. For established Mumbai providers we also work on revenue cycle performance, tariff reviews and operations, where high fixed costs make small improvements count.
Who registers a nursing home or hospital in Mumbai?
Within Brihanmumbai municipal limits, nursing homes and hospitals register with the BMC health department under the Bombay Nursing Homes Registration Act, 1949 and the Maharashtra rules made under it, and the registration must be renewed. Fire, bio-medical waste, imaging and pharmacy approvals are separate. We prepare the files; the authorities decide.
Should a Mumbai clinic join every TPA network it can?
Not necessarily. Some networks bring volume on tariffs that do not cover Mumbai costs. We compare insurers and TPAs by the employers and patients they cover and by the terms on offer, then recommend a focused network strategy.
Do you support hospitals elsewhere in the Mumbai region, such as Thane or Navi Mumbai?
Yes. The same approach applies across the Mumbai Metropolitan Region, but the registering authority differs by municipal corporation, so we confirm the correct authority for your site before preparing any file.
What is involved in healthcare facility licensing in Dubai?
In Dubai, facility licensing runs through DHA's Sheryan system. The facility licence is first issued in an inactive state and must then be activated, which requires items such as a valid trade licence, an appointed medical director and an EMR that meets NABIDH requirements. Design review, inspection and practitioner licensing run alongside. We map and manage each step for your facility type.
How is licensing different in Abu Dhabi and the northern emirates?
Abu Dhabi facilities are licensed by the Department of Health, with applications handled through the TAMM government services platform and requirements such as Malaffi connectivity. Facilities in Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah fall under MOHAP. Standards, fees and inspection checklists differ, so a plan that works in Dubai cannot simply be copied.
