Clinic & Hospital Setup Consulting in Mumbai

In Mumbai we plan clinics and day-care centres around expensive space: catchment and competition study, a service mix that earns its floor area, layouts that meet BMC registration and NABH expectations, and an opening sequence that brings registration, fit-out, recruitment and TPA empanelment together so rent is not paid on an idle building.

The rules of the ground

Who regulates and pays in Mumbai

Mumbai has one of the largest insured populations in India, and a large share of private hospital admissions are cashless through insurers and TPAs, with corporate group policies and retail cover both significant. Mahatma Jyotiba Phule Jan Arogya Yojana, run together with Ayushman Bharat PM-JAY in Maharashtra, covers eligible families at empanelled hospitals, and CGHS and ECHS panels matter for some providers. With high fixed costs, a Mumbai hospital cannot afford tariffs that do not cover its services, so each empanelment is judged on its terms as well as its volume.

BMC Health Department (Brihanmumbai Municipal Corporation)

Registers and inspects nursing homes and hospitals within municipal limits under the Bombay Nursing Homes Registration Act, 1949 and the Maharashtra rules made under it, including renewals.

MMC (Maharashtra Medical Council)

Maintains the state register of medical practitioners within the National Medical Commission framework; we check registration status for every doctor before they join the roster.

MPCB (Maharashtra Pollution Control Board)

Grants authorisation under the Bio-Medical Waste Management Rules, 2016, and expects waste handling records to match what the facility was authorised for.

Insurers and TPAs (regulated by IRDAI)

Many insurers and TPAs are headquartered in Mumbai. They set network entry, package tariffs and cashless rules for most privately insured patients in the city.

Process

How the work runs

  1. Concept and feasibility

We test the idea against the market, the regulator's requirements and your budget, and agree the service scope and facility type to license.

  2. Design and approvals

The functional brief guides your designer; we review drawings against facility guidelines and coordinate initial approval and design review submissions.

  3. Build, hire and equip

Fit-out, recruitment, practitioner licensing, equipment delivery and systems setup run in parallel on one integrated timeline, with weekly tracking of every dependency.

  4. Inspection and activation

A mock inspection, final document checks and coordination of the regulator's inspection lead to licence activation and permission to receive patients.

  5. Open and stabilise

We support the soft opening, insurance go-live and the first 90 days of operations, adjusting workflows until daily routines are stable.

Frequently asked questions

What do healthcare consultants in Mumbai help with most?
New clinic, day-care and hospital projects, BMC registration and related approvals, NABH preparation and TPA empanelment. For established Mumbai providers we also work on revenue cycle performance, tariff reviews and operations, where high fixed costs make small improvements count.
Who registers a nursing home or hospital in Mumbai?
Within Brihanmumbai municipal limits, nursing homes and hospitals register with the BMC health department under the Bombay Nursing Homes Registration Act, 1949 and the Maharashtra rules made under it, and the registration must be renewed. Fire, bio-medical waste, imaging and pharmacy approvals are separate. We prepare the files; the authorities decide.
Should a Mumbai clinic join every TPA network it can?
Not necessarily. Some networks bring volume on tariffs that do not cover Mumbai costs. We compare insurers and TPAs by the employers and patients they cover and by the terms on offer, then recommend a focused network strategy.
Do you support hospitals elsewhere in the Mumbai region, such as Thane or Navi Mumbai?
Yes. The same approach applies across the Mumbai Metropolitan Region, but the registering authority differs by municipal corporation, so we confirm the correct authority for your site before preparing any file.
How long does clinic setup take in Dubai?
Much depends on premises, fit-out and recruitment. The DHA facility licensing steps themselves can take from about one month to several months, and practitioner licensing runs in parallel. A typical outpatient clinic project, from signed premises to opening, often spans six to nine months. We build a realistic timeline for your specific project at the feasibility stage.
Which authority licenses my clinic in the UAE?
It depends on location. Facilities in Dubai are licensed by DHA through its Sheryan system, facilities in Dubai Healthcare City by DHCR, those in Abu Dhabi, Al Ain and Al Dhafra by DoH Abu Dhabi, and those in the northern emirates by MOHAP. Each has its own design guidelines, inspection standards and activation requirements, which is why location decisions should come before design.
